Foothill Ranch-based Stirling Enterprises retained PVA as project manager to lead entitlement of a 30-acre parcel within its Ocean Ranch Corporate Center in Oceanside, CA. Over the two-year CEQA prep and hearing process, the team successfully rezoned the parcel and processed a tentative map for 297 attached housing units. The plan received Planning Commission and unanimous City Council approval, with no subsequent litigation.
PVA led the entitlement team; approvals received included amendments to the General Plan and Specific Plan, processing a MND, and Tentative Tract Map.
